Document Preparation from Clearance Stage
After Jumbo International completes customs clearance, all required documents are compiled: Goods Declaration duplicate, Import Permission, Bill of Lading, and clearance delivery order.
Your vehicle has cleared customs and arrived in Karachi. The last thing standing between it and the open road is registration. CARS Pakistan handles every step of this process: Form F filing, Sindh Excise documentation, biometric verification, number plate issuance, and MTMIS records.
Start Your Import OrderMost buyers focus heavily on the import and clearance process. But once a vehicle clears Karachi port, there is still a mandatory government process between physical possession and legal road use: registration with the Sindh Excise, Taxation and Narcotics Control Department.
For imported vehicles, this is not the same process as registering a locally purchased car. It involves documentation drawn from the customs clearance stage, including the Goods Declaration duplicate, Bill of Lading, and Import Permission, combined with standard registration requirements.
CARS Pakistan manages this process in full. We coordinate every registration requirement, submit all documentation, accompany the vehicle through inspection, and ensure that when it arrives at your address, it carries valid Sindh registration, a clean MTMIS record, and number plates in your name.

Every vehicle imported through CARS Pakistan proceeds directly from customs clearance into registration, with no gap between the two stages.
After Jumbo International completes customs clearance, all required documents are compiled: Goods Declaration duplicate, Import Permission, Bill of Lading, and clearance delivery order.
CARS Pakistan prepares and files Form F with owner CNIC details, vehicle make and model, engine and chassis numbers, engine capacity, year of manufacture, and source country.
Registration fees, withholding tax, number plate fees, and applicable professional tax are confirmed and paid through designated banking channels linked with Sindh Excise.
The vehicle is inspected by Motor Vehicle Checking Staff to verify that chassis and engine numbers match the Form F and Goods Declaration.
The vehicle owner completes biometric verification at a NADRA e-facilitation centre or district excise office. CARS Pakistan coordinates and guides this step.
Once documentation, fees, inspection, and biometric verification are complete, the registration number and plates are issued and the MTMIS record is created.
Sindh has replaced the traditional registration book with a Smart Card. CARS Pakistan ensures all documentation is delivered to the client once issued.
CARS Pakistan also manages ownership transfer for clients who purchase a vehicle from our showroom or need to transfer an existing registration into their name.
Transfer requires original registration book or Smart Card, seller and buyer CNIC copies, witness CNICs, TO form, and Sale Deed on stamp paper.
The vehicle undergoes physical inspection to verify number plate, engine number, and chassis number against registration documents.
Both seller and buyer complete biometric verification at NADRA e-facilitation centres under Sindh's 2024 biometric requirement.
The complete transfer file, TO form, Sale Deed, inspection clearance, biometric confirmation, and fee receipt are submitted to the Motor Registration Office.
Once processed, the MTMIS record is updated and the Smart Card or registration documentation is issued in the buyer's name.
Vehicle registration looks straightforward on paper. In practice, it involves multiple government systems, documentation requirements, and procedural changes.
Imported vehicles require Goods Declaration duplicate, Import Permission from customs authorities, and Bill of Lading. These documents come from the clearance process, not the showroom.
As of September 2024, Sindh requires mandatory biometric verification for vehicle registration and ownership transfer transactions.
Vehicles not registered within the prescribed period can attract additional charges. CARS Pakistan initiates documentation immediately after clearance.
The MTMIS record must accurately reflect ownership, chassis number, engine number, and tax status. Errors are difficult to correct later.
Under Sindh's Motor Vehicle Amendment Act 2024, number plates are registered in the name of the owner's CNIC, not the vehicle itself.
Vehicle registration involves withholding tax under Section 231B of the Income Tax Ordinance, calculated by engine capacity and filer status.
Registration is not a step that should be left to chance or rushed at the end of an import process. CARS Pakistan builds it into every vehicle transaction from the start.
After documentation and fee payment, number plates may be issued within the same session or a few working days. Smart Card issuance generally takes a few weeks.
For biometric verification, the registered owner's presence at a NADRA e-facilitation centre is required. CARS Pakistan manages the remaining submission and follow-up.
Such discrepancies must be corrected through Pakistan Customs before registration can proceed. This is why chassis and engine numbers are verified during clearance.
CARS Pakistan manages the complete registration in the buyer's name before release.
MTMIS is Sindh's official digital vehicle database. A clean MTMIS record protects legal status, resale value, and future transfer.
